State Superintendent Dr. Tommy Bice came before the State Board of Education Thursday with a management proposal to takeover Birmingham City Schools, and the board approved it unanimously.
The plan outlines three significant areas of management:
1) The composition of the management team and authority: Former state superintendent Ed Richardson will serve as Chief Financial Officer for the Birmingham BOE, and has full authority reporting directly to Dr. Bice.
2) The coordination of effort with the Birmingham BOE: ALSDE will attempt cooperation with the Birmingham BOE, but it will maintain full authority to take action and implement the Recovery Plan as needed.
3) The implementation philosophy: Everything will be centered on and driven by compliance with legal mandates for local boards of education, and will provide the highest possible educational services for students.
